Oliver advises domestic and international organisations on public procurement and public commercial law, including all aspects of privatisation. Having wide experience of public tendering procedures throughout the EU, as well as of administrative approval procedures under German law, he negotiates agreements between organisations and health insurance companies, as well as co-operation agreements within the healthcare sector. He acts in tenders, approval procedures and product recalls for global manufacturers and suppliers of medical products. He also has deep knowledge of emergency and rescue services and extensive experience in this field. Oliver frequently lectures on public procurement and public commercial issues. He is the author of a textbook and various articles on public procurement and public commercial law and has earned a doctorate from Cologne University (Dr. iur.). After legal studies and training in Cologne and Brussels, Oliver worked for another well-known commercial law firm before joining Osborne Clarke in January 2006.
